Convert a Word form to a fillable PDF, or rebuild it once as an online form
Updated 21 October 2026 · 7 min read
Saving a Word form as a PDF gives you a flat document. To make it fillable, open that PDF in a PDF editor such as Acrobat and use its form tool, which detects where fields go. If the form is sent to many people and filled in on phones, rebuilding it once as an online form that produces the PDF is often simpler.
You have a form in Word: a client details sheet, a consent form, an order form. Now you want people to fill it in on screen rather than on paper. The usual search is "convert Word form to PDF fillable form", and the honest answer has two parts. Word alone gives you a PDF to read, not to fill in. A PDF editor can add the fields. And for some forms, the better move is to rebuild them once as an online form. This guide covers both.
What Word can and cannot do
Word has its own forms. Microsoft's guide explains how: show the Developer tab, add content controls (boxes that hold an answer) from its Controls section, set their properties, then lock the form with Restrict Editing so people can only fill in the boxes. The content controls include:
- plain text and rich text;
- picture;
- combo box and drop-down list;
- date picker;
- check box.
This makes a form that people complete in Word, or print. Word can also save any document as a PDF: Microsoft's steps are File, then Save As or Save a Copy, choose PDF in the list, and Save.
What Microsoft's guide to Word forms does not cover is keeping those content controls fillable in the PDF. So plan for the PDF to come out flat, as a document to read or print, and for the fields to be added in a PDF editor.
Converting a Word form to a fillable PDF with Acrobat
Adobe publishes a step-by-step method for exactly this. In short:
- Prepare the Word document. Type the labels, and draw a line where each answer goes, for example with underscores. Adobe explains that Acrobat "searches for any horizontal lines to know where to place a fillable field".
- Save it as a PDF from Word.
- Open the PDF in Acrobat.
- Choose Tools, then Prepare Form. Acrobat looks for the lines and creates fillable fields.
- Check every field. Rename each one so you recognise it, change its type where needed (a check box, a date, a drop-down list), and remove any field placed by mistake.
- Save the form, then send it.
Adobe's help adds that Acrobat "recognizes and converts static fields to fillable ones with a form wizard", and that it works from Word, Excel or scanned documents. Field detection is a starting point, not a finished form: always check the result by filling in the PDF yourself.
The free route
Other PDF editors have similar form tools. LibreOffice Writer, which is free, can export a document with form controls as a fillable PDF. The PDF form guide explains that route.
When a fillable PDF stops being enough
A fillable PDF is a good answer for one fixed document. It gets harder when the form goes to many people.
- Every person fills in their own copy, then saves it and sends it back by email.
- On a phone, small boxes on an A4 page are hard to tap, and the experience depends on the reading app.
- Photos and signatures depend on what the person's PDF reader supports.
- Answers arrive as separate files. Comparing them or putting them in a spreadsheet is manual.
- Old copies stay in circulation after you update the form.
If that sounds familiar, the alternative is to stop sending the document and send a link instead.
Rebuilding the Word form once as an online form
An online form that produces a PDF turns the job round. People answer questions on any phone or computer, and each set of answers is placed into your document layout. You rebuild the form once, and every response after that comes back as a finished PDF.
In Fillfold, most Word content controls have a direct equivalent:
| In your Word form | Question type in Fillfold |
|---|---|
| Plain text content control (one line) | Short text, or Email, Phone, Date when that is what it holds |
| Rich text content control (several lines) | Long text |
| Drop-down list or combo box | Dropdown |
| Check box | Checkboxes for a list, Yes / No for one question, Consent box for "I agree" |
| Date picker | Date |
| Picture content control | Image upload |
| Signature line at the bottom | Signature, drawn with a finger or a mouse |
| A table of items with prices | Line items, with Calculation questions for the totals |
| Instructions in the document | Heading and Info text |
The full list is in question types.
Step by step
- List the fields in your Word form, in order, and note which ones are required.
- Start from a close template, such as client onboarding or a general consent form, and change what does not fit. See start from a template.
- Or let AI draft it. Describe the form in plain words: who fills it in, what it asks, what the PDF should look like. The description can be up to 1,500 characters, so for a long form, draft the main part and add the rest by hand. See draft a form with AI.
- Add what Word could not do: a question that only appears when an earlier answer calls for it (see conditions), photos, or totals that add up.
- Design the PDF to look like your old document. Your logo, your headings, your wording, and each answer in its place. See design the PDF.
- Preview it, then publish and share the link. See publish and share.
Your client opens the link without an account, answers, signs, and gets an Open your PDF button at the end. You get every response with its PDF in your account, and a CSV export of all answers.
Which one to choose
| Situation | A good fit |
|---|---|
| An official form that must keep its exact layout | Fillable PDF |
| A one-off form for a few people at a desk | Fillable PDF |
| The same form for many clients, often on phones | Online form that produces a PDF |
| You need photos or a signature drawn on screen | Online form that produces a PDF |
| You want all answers in one place | Online form that produces a PDF |
| You already have Acrobat and a working fillable PDF | Keep it, unless the limits above bother you |
Before you retire the Word file
- Keep the Word file as a reference for the wording.
- Fill in the new form yourself on a phone and compare the PDF with the old document.
- Replace the old file everywhere it was shared: your website, email templates, shared folders.
- Tell regular clients that the form is now a link.

Questions
- Does Save as PDF in Word keep my form fields?
- Microsoft's guide to Word forms covers completing a form in Word or printing it, not keeping its fields fillable in a PDF. Plan to add or check the fields in a PDF editor after saving.
- Why does Acrobat ask for underscores or lines?
- Adobe explains that its Prepare Form tool looks for horizontal lines to decide where fillable fields go. Drawing lines where answers belong helps it place the fields.
- Can I upload my Word file to Fillfold?
- No. Fillfold does not import Word files. You rebuild the questions once, from a template or by describing the form and letting AI draft it, then design the PDF to match your old layout.
- Which is better, a fillable PDF or an online form?
- A fillable PDF suits one fixed document that must keep its exact layout. An online form suits a form that many people fill in, especially on phones, with photos, signatures or totals.
